Finland and the United States on Thursday signed a Technology Prosperity Deal (TPD) on technology cooperation and a Critical Minerals Framework document in Washington DC, said a government press release.

The TPD aims to strengthen the technological and industrial partnership between the countries and to accelerate the development and commercialisation of new technologies.

The cooperation covers a wide range of strategic technology sectors, including artificial intelligence, telecommunications, quantum technology and biotechnology. In addition, the TPD aims intensify cooperation in the defence, energy and space sectors and in Arctic technologies.

“Finland has top-tier expertise in a number of strategically important technology sectors. Collaboration with US companies and research institutes is important for the commercialisation of new technologies and for maintaining scientific excellence. The TPD will further expand our long-standing cooperation,” said Minister of Economic Affairs Sakari Puisto.

Finland and the United States aim to strengthen the research, development and commercialisation of artificial intelligence and next-generation telecommunications technologies. Their cooperation will also focus on 5G and 6G technologies, international standardisation and the export of secure technology solutions. Concerning quantum technology, the objective is to accelerate the commercialisation of new solutions and develop resilient supply chains.

Cooperation in the energy sector covers nuclear and fusion energy and energy storage, while in Arctic technology, the focus is on shipping, ice navigation and other technologies designed for cold conditions.

The Critical Minerals Framework document will support the economic security of Finland and the United States by improving mineral supply chains and increasing resilience.

The Framework will improve the conditions for US investment in mineral processing and refining capacity in Finland, for which there is significant international demand. The Framework document will also promote R&D cooperation between companies on the circular economy of minerals, resource efficiency and material innovations.

The agreements were signed by Minister for Foreign Affairs Elina Valtonen and U.S. Secretary of State Marco Rubio on behalf of their respective countries.
