Finland seeks €331m from EU under Recovery and Resilience Plan

The Ministry of Finance on Tuesday submitted the sixth payment request under the Recovery and Resilience Plan (RRP) to the European Commission, said the ministry in a press release.

This is the last of a total of six payment requests. The total amount of the request is about EUR 331 million, which is about 17 per cent of the total funding granted to Finland through the Recovery and Resilience Facility (RRF).

For the payment to be made, Finland must have achieved the milestones and targets set for the payment request in a manner approved by the Commission.

Finland has received a total of about EUR 296 million in advance payments, EUR 202 million under the first payment request, EUR 378 million under the second, EUR 245 million under the third and EUR 267 million under the fourth. The Commission will make the payment under the fifth request (EUR 229 million) this autumn.

Finland’s payment request is based on 26 milestones set in its RRP. The milestones relate to, for example investments in energy infrastructure and new energy technology; investments and research supporting the green and digital transitions; low-carbon transport solutions; direct electrification and decarbonisation of industrial processes; reducing the climate and environmental impacts of building stock; improving the quality and availability of telecommunications networks; the Digirail project; developing a residential and commercial property information system; preventing money laundering; reforming continuous learning; improving competitiveness and boosting growth.

The Commission will publish its preliminary assessment of whether Finland has achieved its milestones and targets by 20 November 2026.

The EU Member States will decide whether to approve the payment request in a comitology procedure. The implementation of the Recovery and Resilience Facility ended on 31 August 2026, and the Commission must make all payments under the RRF on 31 December 2026, at the latest.
