Record number people get Finnish citizenship in 2025

Finnish citizenship was granted to 14,168 foreign citizens living in Finland in 2025, according to Statistics Finland.

The number is 2,656 or 23 percent higher than the number in 2024.

Citizens of Iraq were the highest recipients of Finnish citizenships last year and the share was 14 per cent of the total number.

The number of dual citizens in Finland was nearly 198,000 at the end of 2025.

The number of applications for Finnish citizenship increased significantly during the recent period following various anti-immigration moves taken by the present four-party alliance government led by the Kansallinen Kokoomus (National Coalition Party-NCP).

The government tightened the requirements for acquiring Finnish citizenship on several occasions and some of them already entered into force by this time while the rest is likely to be implemented by the beginning of next year.
