Passengers arriving from third countries who have received a full course of vaccination, also required to carry proof of a negative COVID-19 test.
The government plans to decide on new entry restrictions on Thursday, will enter into force on 21 December and will be continued until 16 January, 2022, said the Ministry of the Interior in a press release on Wednesday.
According to the new restrictions, passengers arriving from outside the EU and the Schengen area would be required to show a negative COVID-19 test certificate issued less than 48 hours before their arrival in addition to proof of a full course of vaccination.
Presently, people can enter Finland without an essential reason, if they have received a full course of vaccination.
The Ministry of Social Affairs and Health and the Regional State Administrative Agencies will provide municipalities with instructions on health security measures.
Municipalities are responsible for health security measures at border crossing points, ports and airports.
At external borders, the Finnish Border Guard will check test certificates as agreed with the health authorities.
