Budget proposal for 2027 submitted to Parliament

The four-party alliance government led by conservative Kansallinen Kokoomus (National Coalition Party-NCP) on Monday submitted its proposal for the 2027 Budget and related legislative proposals to Parliament, said the Ministry of Finance in a press release.

In the 2027 Budget, central government expenditure amounts to EUR 92.5 billion, which is EUR 0.8 billion higher than the sum budgeted for 2026 (including the second supplementary budget).

The growth in appropriations compared with 2026 is explained, among other things, by statutory and agreement-based index adjustments and higher interest payments on government debt.

At the same time, expenditure will be reduced by the reforms and spending cuts decided by the Government. Revenues in the 2027 Budget amount to EUR 80.2 billion.

Central government is expected to run a deficit of EUR 12.3 billion in 2027.

The deficit is EUR 1.0 billion lower than the sum budgeted for 2026, including the second supplementary budget.

The estimated deficit for 2026 excludes the non-recurring revenue recognition arising from dissolution of the National Housing Fund (approximately EUR 2.3 billion), which will have no impact on borrowing.

Parliament is scheduled to adopt the 2027 Budget in its plenary session in December.

Earlier on September 1, the government reached a decision on its budget proposal for 2027.
